Stand on paper, heel against a wall, in a thin sock. Mark your longest toe and measure — do both feet and use the bigger one.
Between sizes? Go for the larger. A fitter can take up space in a boot, but can't make a short one longer.
Brands and lasts vary. Walk in and a fitter will check your foot in the shell — no appointment needed.
